cml library not found error

How come GAUSS Light cannot find the CML library? I am getting the error error G0290: Library not found

Constrained Maximum Likelihood is an add-on package that does not come standard with GAUSS. The most likely reason that GAUSS cannot find the CML library is because CML is not installed on your computer.
